On Wednesday, Sept. 30, The Benjamin Rush Society will host a debate at George Washington University on the following topic: Is it the Federal Government’s Responsibility to Provide Health Care for All Americans?

The debate will feature Mandy Krauthamer, M.D., Executive Director of Doctors for America, and Igor Volsky, Health-Care Researcher and Blogger for the Center for American Progress, arguing for the motion. Arguing against the motion will be the Honorable Michael C. Burgess, M.D., Congressman, 26th District, Texas, and David Gratzer, M.D., Senior Fellow at the Manhattan Institute for Policy Research.

Rather than focus on the intellectual failures of HR 3200 and the Senate’s bill, let us apply the management guru’s advice: Do not fix fundamentally flawed bills, replace them with sound ones.  What would sound legislation look like?  If one had to select just three fundamentals that Congress needs to get right to extend insurance coverage to all without damaging those portions of American’s health care that are the best in the world, what would they be?

Americans have expressed their displeasure with House 3200 and the Senate health care bill because both contain bad economics and bad ideas.  Why does extending good insurance coverage to all Americans require socializing American medicine, reducing doctors to having the state look over their shoulders, and telling our seniors that the nature of their care is conditional on the number of quality life years remaining to them?

Congress is writing health reform legislation that contains many of the changes implemented by Massachusetts when it passed its reform law in 2006, but the state’s experience so far shows that Washington should proceed with great caution.  Implementation of the Bay State’s reform plan continues to pose many challenges. The Galen Institute has produced a major new paper, “Massachusetts’ Health Reform Plan: Miracle or Muddle” that details many of these challenges, including rising costs, shortages of doctors, increased use of hospital emergency rooms, and burdensome mandates on employers and individuals.
